LIVERPOOL CITY COUNCIL PLANNING DEPARTMENT

A draft of Liverpool’s Waterfront Plan has been published and is open for public consultation for an eight-week period until Friday 8th August 2025.

Following your valued input last year, we would like to invite you (or a delegate) to a presentation by the consultant team and Liverpool City Council where you can hear about the Plan, with a further opportunity to provide views and help shape the final Vision.

ABOUT THE PLAN:

Liverpool City Council and a consultant team comprising BDPWest 8WSP and Eskogen have, over the last year, developed an ambitious plan to guide public and private investment and future development over a 10km stretch along the Mersey waterfront. The area of study stretches from Bramley Moore Dock (Everton’s Hill Dickinson Stadium) in north Liverpool all the way to Grassendale and Cressington in the south and reaches out to link with hinterland communities. The Plan has been informed by meaningful engagement with Liverpool’s communities, residents, interested groups, businesses, stakeholders and major landowners.

The Plan comprises two parts:

  1. A draft Vision which sets out bold proposals for the future of Liverpool’s waterfront over the next 20–30 years, placing local communities at its heart to seek to create a more inclusive, accessible and thriving waterfront.
  2. A draft Supplementary Planning Document (SPD) which sets policy to translate the Vision into planning guidance, design principles and development parameters covering such matters as movement, active travel, green, blue and grey infrastructure, identity and character of different areas along Liverpool’s waterfront. Once adopted, the SPD will be a material consideration in the determination of planning applications and will guide public and private investment.

NEXT STEPS:

After the consultation period closes, the final Supplementary Planning Document (SPD) will be prepared and reported to Liverpool City Council’s Cabinet by Autumn 2025. If approved, the SPD will be adopted as part of the Council’s planning framework, supporting the Liverpool Local Plan and informing the consideration of planning applications within the waterfront area.
